Presentations on the Layers Framework
In December 2003, MCI Communications released a white paper authored by Richard Whitt, proposing a new legal and public policy framework based on the modular "layers" of the Internet. In May 2004, that paper was published by the Federal Communications Law Journal. This section includes a pdf version of that original law review article, along with related papers and presentations.
